Ghana has officially launched the Pre-Verification of Conformity PVoC Programme for imported used vehicles, with full implementation set to begin on 1 October 2026.

 

The landmark announcement was made by the Ghana Standards Authority GSA during a national media engagement at its headquarters in Accra. The programme marks a major step toward improving road safety, consumer protection, and the quality of used vehicles entering the country. Omanbapa Auto & PVOC Ltd Named Key Implementation PartnerAt the center of the rollout is Omanbapa Auto & PVOC Ltd, which has been engaged by the GSA as the third-party implementation partner for the programme. Under the agreement, Omanbapa will work closely with internationally accredited Type A inspection organizations on behalf of the Ghana Standards Authority to manage the delivery of the PVoC Programme.

The company is currently coordinating technical partnerships with global conformity assessment and inspection agencies to ensure that all regulated used vehicles exported to Ghana meet Ghana’s approved standards before shipment. How the New PVoC System Will WorkThe PVoC Programme introduces a mandatory pre-shipment conformity assessment. Under the new regime:

Inspection Abroad: All imported used vehicles will undergo inspection and verification in their country of export. Certificate of Conformity:

Only vehicles that meet Ghana’s prescribed technical, safety, and environmental requirements will be issued a Certificate of Conformity CoC. The CoC will be mandatory for clearance at Ghana’s ports.Goal: To significantly reduce the importation of unsafe and substandard vehicles, improve consumer confidence, and enhance road safety nationwide.Omanbapa Driving International Coordination with GSAOmanbapa Auto & PVOC Ltd has played a central role in laying the groundwork for the programme in collaboration with the GSA.In recent months, the company facilitated strategic meetings and technical missions between GSA officials and Autoterminal Japan Ltd ATJ in Japan.

The engagements focused on technical audits, digital verification systems, inspection protocols, and implementation strategies for the nationwide rollout.“These partnerships ensure that conformity assessments are conducted in accordance with internationally accepted standards and best practices,” a joint statement from Omanbapa and GSA noted.What This Means for Ghanaians and the Auto SectorGSA says the collaboration with Omanbapa is expected to:Strengthen import quality control and reduce disputes at Ghana’s portsImprove customs efficiency by verifying compliance before shipment Protect consumers from unsafe vehicles and financial lossSupport environmental goals by keeping high-emission, substandard vehicles outBoost confidence in Ghana’s automotive sector and align quality infrastructure with global standardsOmanbapa Auto & PVOC Ltd has reaffirmed its commitment to supporting the Ghana Standards Authority in delivering a transparent, efficient, and internationally credible conformity assessment system that safeguards consumers while facilitating legitimate trade.What Happens NextWith the 1 October 2026 start date confirmed, Omanbapa Auto & PVOC Ltd and its international partners will continue stakeholder engagements and operational readiness activities to ensure a seamless nationwide rollout.
